upgrade to 2.5 failed 403 error code and 500 internal server error

I deactivated my plugins, loaded up wp 2.5 and put back my config.php file and my theme files and plugins, uploaded it to my server,

went to .com/wp-admin/upgrade.php page

and hit return and it said

“No Upgrade Required

Your WordPress database is already up-to-date
Continue »”

then i click continue and my blog homepage url that’s empty except for this error page

403 forbidden in the title tag
“Forbidden
You don’t have permission to access / on this server.

Additionally, a 500 Internal Server Error error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.33 Server at http://www.adultaddstrengths.com Port 80″

any suggestions?
