Upgrade problem with Earthlink hosting

We cannot get the 3.1.3 version updated on our Earthlink hosted site. We have traditionally had difficulty doing the updates for WP and Plugins…but this time it just hangs…and the current config is clogged and takes up to 3 minutes to load due to unresolved uninstalls of Google Analysis apps or other programs.

Is there any way of resolving this issue? My Go Daddy accounts work just fine – but not Earthlink.
