updating user capabilities on classiera Version 5.3.2

I run a classified website based on classiera Version 5.3.2 , I want both as admin and the subscribed user to be able to ad one classified to a max number of cities they choose, based on membership level, i.e, basic member ship allows you to post one ad to up to 5 cities, silver membership, post one ad to up to 25 cities, gold membership, post one ad to up to 50 cities and so on, the site is not set up to allow user or admin to post one ad simultaneously to more than ANY citie direct.

users can sign up for free and post to general listings and for a few dollars, get featured posting, please advise if there is a plugin or process i can employ to set the site up with this feature, the site is [ redundant link removed ]
