Can you provide a link to a site that does that?
It maybe that your host or web server is setting the expiration of those pages outside of WordPress. If your browser had a copy of the page with that expiration set then it wouldn’t realize that a new copy was available. Pressing ctrl+F5 will force your browser to get a new page.
For example you can check those headers via page like http://web-sniffer.net/

Can you help understand if i have to ask the programmers who made the theme or my hosting provider please?

While I can see your post in the first URL provided, it does not appear in /blog-2/
