• The update fails to install, the temp folder has a new file that is 0KB and called wordpress-4.5.3-no-content-e4h6Ro.tmp

    Have searched for a long time and have narrowed it down to wordpress not downloading the file.

    This is on a Windows server, I have browsed to the url shown below with http and https, it downloads no problem. Have turned off the firewall but the update still fails. Have used wget to test but it gives a certificate error. Have added –no-check-certificate to the command and the file downloads from both http and https. With http, gets a “301 Moved Permanently” message and it redirects to https so then I get this error:
    “ERROR: Certificate verification error for downloads.wordpress.org: unable to get
    local issuer certificate
    To connect to downloads.wordpress.org insecurely, use `–no-check-certificate’.
    Unable to establish SSL connection.”

    After clicking to update:
    Warning: An unexpected error occurred. Something may be wrong with WordPress.org or this server’s configuration. If you continue to have problems, please try the support forums. (WordPress could not establish a secure connection to WordPress.org. Please contact your server administrator.) in D:\…\wp-admin\includes\update.php on line 115

    Downloading update from http://downloads.wordpress.org/release/wordpress-4.5.3-no-content.zip…

    How can wordpress be told to ignore the certificate and just download the file?

    This is affecting all updates, workdpress, plugins and themes.

    This is happening on multiple wordpress sites on this server.
