The most authoritative answers I’ve seen are saying that it’s likely due to outdated OpenSSL on the server side. Old versions of it are not supported due to multiple security issues. The common culprit lately has been Yahoo hosting, but any host can let things slide too long. (It won’t solve the error problem.)
