Update to 3.1.3 on Windows

    I have a WISP 3.1 (Windows/IIS/SQL/PHP) installation running multi-site and it’s working very well. I see that 3.1.3 has come out – can I update my installation with this without it breaking? I’ve only seen instructions for LAMP installations.
