Can you please go to _WP Admin > Settings > Discussion_, then check the “Show Avatars” box at the bottom and see if it helps load the User Security page? If not, something else could be causing the issue. I’d suggest confirming whether the issue remains if only the Solid Security plugin is active on the site. To check, please deactivate all the other plugins and switch to a default WP theme ([Checking for a Conflict](https://help.solidwp.com/hc/en-us/articles/115003073433-Checking-for-a-Conflict)).
