Unordered list with anchor tags, some underlined, some not–what's going on?

    I have several unordered lists with anchor tags. But some links inexplicably are underlined, whereas others are not. I’ve specified anchor tags to be underlined in the template. The page code appears to have properly closed list items. I suspect that there is HTML code I am not seeing, that is added by WordPress, a P-tag, or something else, that is causing the problem. Any ideas how to fix the underlining?
