    This plugin serves no purpose.

    It increases confusion for people new to WordPress
    Wastes time of people who are familiar with WordPress
    and should not be included in core.

    If you want to onboard people do that.
    If you want to train them about how plugins work, then intentionally do that.

    Including a useless plugin just wastes bandwidth and time, while increasing confusion.

    Wastes bandwidth? It’s fewer than 100 lines of code and it’s deactivated by default.
