Yes, if SecuPress can write into wp-config.php and .htaccess, it will remove all its data, same for DB data.
Can I know why you have to delete it? Do you need some kind of support ? Do not hesitate to ask.

So i deleted SecurePress.
i have a suggestion because after the uninstall SecurePress leaves 1 folder (mu-plugins) with 2 files in wp-content corresponding to the “Automatiques plugin (Must-Use)” (SecuPress COOKIEHASH) & (SecuPress Salt Keys)
IMHO, Securepress either should prevent the admin at the moment of the uninstallation that the salt keys are always active as MU plugin, or delete this folder and prevent the admin that it should reconfigure its salt key in its wp-config.
Same for cookie hash.
I had to delete SecurePress in one off my web site, because there was a conflict with another plugin (Wordfence)
