It was purposefully removed for accessibility concerns.
For the development discussion, see https://make.wordpress.org/core/2016/10/28/editor-changes-in-4-7/ and https://core.trac.wordpress.org/ticket/27159
You can sort of add the functionality back with https://wordpress.org/plugins/tinymce-advanced/ (“sort of” because it will be under a menu, rather than a button)

Thanks for your quick reply James. The only thing I really need underlined are links on my site, I guess I need to put code in custom css because I don’t see where I can turn that on and off in my Avada theme.
Thanks again.

Links are generally underlined, unless that style is changed via CSS.
Since that is a commercial theme, we ask that you please go to their official support channel, so you can get support from the people who know it best: https://theme-fusion.com/support/
Forum volunteers are also not given access to commercial products, so they would not know how it operates. Other community members who may have faced your issue might be able to help you but your best bet is your product’s developer. Keep in mind we encourage you to use the official support venues, as it allows the developers to be aware of issues with their code and gives back to the community in a more robust way.

Yes, thanks James. The theme authors are wonderful with support as are you. I just thought I would check here first.
