Your path is not relative to your web server. It’s a full path on your file system. It must be something like /var/www/htdocs/weather/clientraw.txt

I’m sorry, if you don’t know it, there’s no simple solution to discover it. So here is what we will do:
– I will write a tool included in the next release of the plugin (in less than 2 weeks) to discover this path.
– meanwhile, you will configure it with url with the following settings:
=> source type : web server (http)
=> source name : aptart-design.co.uk/weather/clientraw.txt
Could you confirm me that its operational like that?
I had been talking with the tech support of the host and the path they came up with was two long for the box it keeps cutting the last part out.
I was working down the Local file route as the file is on the same webspace as the wordpress site.
