Plugin only supports PHP 7.1 or higher.
Hi Andre
I have this problem too. My client’s site is hosted on Bluehost and the php version they are using is 7.3.17 so it’s definitely higher than 7.1.
Thanks.

@alicemorrigan Try using a plugin such as https://wordpress.org/plugins/php-info-wp/ to make sure that wordpress is actually running PHP 7.1+
I’m running PHP 7.4. The zip file downloads but can’t be opened….
THis is the error message when I used Terminal in my iMac to try and unzip the file.

Seems like the zip file is corrupted, probably not fully downloaded.
You can try using a different program to unzip file. See discussion here:

Official support is provided on github: https://github.com/massedge/wordpress-plugin-export-media-library/issues
