Unable to upload files, there’s no option

I changed the status under setting to pending payment to see if that would work and nothing. I tried different user roles and nothing. Here’s a screenshot of what I see after payment: https://prnt.sc/gclaon As you can see no option to upload anywhere. Please help :[
