I checked update on a couple of my installations and I’m afraid that I can’t replicate this anywhere so it looks like this is something specific to your installation.
Can you access your site files via FTP or cPanel and check the permissions of forminator folder inside wp-content/plugins/ folder?
Try setting permissions to 755 and then give it another try after re-checking for updates in your WP admin.
If the issue is still there can you try disabling all of your other plugins and switching to default WP theme to see any of those are causing it?

I followed your advice and I think I have found the problem.
The website is one that I recently took over from another agency. The previous agency used WPMU DEV’s premium plugins and were utilising the WPMU DEV dashboard plugin.
I don’t have a WPMU DEV membership (yet). So the dashboard and premium plugins were pretty much useless for me. By disabling all plugins, and re-enabling them one-by-one, I found the when I re-enabled WP Smush Pro, it caused the issue I was having to reoccur.
I can now resolve this issue. Thanks for your help.

Is WPMU DEV Dashboard still active on your site and if it is, is it still logged in with the WPMU DEV account?

It occurred when the WPMU DEV dashboard was both active and inactive. When it was active, it wasn’t logged in with the WPMU DEV account.
I found it interesting that without the dashboard active, when the other WPMU DEV premium plugin (WP smush pro) was active, it said I needed to install the dashboard plugin to update the WPMU DEV plugins.

As long as you’re not a premium WPMUDEV member, just delete the WPMUDEV Dashboard plugin that you shouldn’t confront these issues again.
