We install WP 5.6 from scratch, same issue with Neve.
@sam0101 can you please check if there are any errors in the console, while you are in the Customizer, trying to click on the Layout/Style tabs?

As writen before we install a new instance of WP 5.6 on our internal server.
6 pages on three different servers affected.

Ok, thank you very much for all the details. I think I’ve figured it out, and this happens just on Windows. (I was testing on Mac)
I’ve reported this here https://github.com/Codeinwp/neve/issues/2385 so we can investigate it and fix it in the next update.

We work on Debian Linux, it is not a Windows only issue.
Hi, I also want to add I am working on Ubuntu and Firefox and having the same issue as sam0101. Additionally, the ‘Secondary’ tab does not work when editing buttons. Thanks!
I’m having the same issues on two sites as well. WP 5.6, Neve 2.9.1. and Elementor (thought not using that for the header and footer).
I can’t select the Layout or Style tabs to edit the header or footer. The issue is in Firefox and Chrome on Mac. Seems to be mostly working in Safari but has also occurred a couple of times and I’m not sure what triggered it. Restarting Safari fixed it on those occasions.
