Unable to change meridiem in input field

I am not able to change the meridiem in a date/time field in 2.8.1, either while on the meridiem in the input field itself or with the AM/PM selectors in the html5 pop-up date picker. I still have 2.7.30 installed on the development site and the functionality works fine there.
