Please check your Behavior tab in the edit mode of your form and see if the “Save and Continue” feature is enabled. If so, it will mean the end-user did not submit data and you cannot approve the user for him as his decision via the Submit button is to agree to approve his request.
If that feature is not enabled please export your form, upload it to Google Drive, and share a link in your next reply so we can review your form. Make sure to make that file public available.

In addition, I have a second question.
I want the information of the users who fill out the form here to be automatically transferred to the users on the WordPress > Users page and stored there, how can I achieve this?

Also, thank you for your form. I have made multiple tests on my lab site filling different fields and I was not able to replicate this issue. Also, there is nothing suspicious in the form settings.
