Via FTP or your hosting control panel, delete the directory wp-content/plugins/wc-vendors/, then try reinstalling that plugin.

if I delete the above directory, will be admin panel start working ?

It will resolve that error. First time you login after deleting, WP will freak out a bit about the missing plugin. You can go “hmmmm, yeah” at it.

Alright, I got my site in working.
    Thanks alot. I don’t know.
I think my web site is on wordpress 4.8.2 and its again showing me a message that WordPress 5.3.2 is available! but I’m in confusion to do it not.
If anything went wrong, it might again go into crash

    1. Make a backup.
    2. Upgrade.

    Ok thanks for your response.
