two problems in `wordpress.org` forum

1) first problem: when “non-logged-in” user click “create topic“, nothing happens.

At least, there should be some message, that he is not logged in or etc…

2) When update is made to plugin, and people (who has already installed that plugin on their websites), of course (many of users) “update” the plugin from their dashboard. However, it causes to “increase” the download count (on the plugin page like : https://wordpress.org/plugins/plugin-name/advanced/ ):

I think it falsifies the expected behavior, as the updates should be marked with other-color line (like, orange) instead of directly affecting the main “download” numbers.

What really matters is active users, not downloads.

Download count, by and large, does not matter. We don’t use the numbers for anything. They’re just there for fun, more or less. We used to use them more, but Active Installs is a better count.
