Twenty sixteen header size, position

I want to use twenty sixteen because of the control over the background colours.

Problems:
1. the header appears under the menu, fairly far down the page. I want it at the top.
2. There is no option to post the header without clipping. I want a wide slim header (1600 X 147px)

If the theme is loading correctly, is there another theme that will give me the background colour control that I want and put the header where and how I want it?
