start with creating a child theme of Twenty Eleven; http://codex.wordpress.org/Child_Themes

possibly use a plugin such as http://wordpress.org/extend/plugins/twenty-eleven-theme-extensions/ to get a permanent sidebar;

use the custom menu widget in the sidebar; and create a custom menu in the widget.

remove the #access div from header.php
