Tweet title does not appear

The titles of my posts either are not posted or are narrowed down to a few characters when tweeted.
The most of times do not appear anything else than the shortened url.

When a post is published i have chosen this settings: #title# #url#

Is there a way to change this behavior? What goes wrong?
