Yes, it is. Change the posts table column “post_status” from “publish” to “static” and make sure there’s an apache rewrite rule to reflect the slug of the page.
Thats true for WP 2.0, for WP 2.1 both posts and pages have “post_status” of “publish” and there’s another table column “post_type” that you’ll need to change from “post” to “page”.
