Trying to move WordPress?

We are installing a new version of wordpress to a brand new URL. The files are installed in one location (a folder named blob) while the blogs homepage is at another (the root index address of the URL). We have followed directions for how to do this but we keep getting a ‘403 forbidden’ error when we go to the blog. We have also changed the addresses in the Options area (WordPress address (URL): Blog address (URL):) but that didn’t help either. At first it looked like it was a htaccess problem so we looked at that, tried switching them over from the index to the new (blog) folder, even completely removed them from the server, but still no joy 🙁

Can someone please give us some pointers and send us in the right direction? Short of completely reinstalling the entire blog I don’t know what else to try 🙁
