Trouble with cookie

Hello, I use yours plugin for our site and all is ok. Now we have a task – show popup for user whose see site first time. I use this code for show popup:

        <script>

        </script>
    <?php } ?>

but this code working only if I don’t use active plugin or exclude urls in NitroPack admin panel(but then this pages not optimazed). How I can deside this problem to show popup for new user and stay my page optimazed
