Trouble adding template to WordPress

I’d just like to start this off by saying I really enjoy using WordPress even though I still have a lot to learn. The problem I’m having is that I downloaded this template of off dreamtemplate.com and I can’t seem to figure out how to actually implement it into my WordPress. It is to my understanding that it is not actually a theme but simply a template (or if there’s something else it might be called). I came to this conclusion because the .zip file that you download only has the following files:

HTML (folder)
-images (sub-folder with all the images)
-js (sub-folder with jquery code)
-index.html
-pagenavi-css.css
-style.css
-superfish.css

So the .zip doesn’t actually come with any .php files or anything for making posts or other things along those lines. So I think it must be something to do with taking these files and editing the current theme using by adding them in. I just don’t know how to do that exactly…
