    So strange…

    А все потому, что разработчики могут и не владеть всеми сразу языками и соответственно не могут проверить что и как там переведено.
    За перевод конкретного плагина на определенный язык отвечает “PTE” – Редактор Перевода Проекта. У этого плагина его нет, но учитывая ваш перевод, вы вполне могли бы им стать. Хотите ?

    @hotpaganini,
    Sorry, approval of translations is not in our control.

    Team Heateor , just a little clarification for you:

    I’ve approved translated strings (therefore stable is at 100% and langpack for ru_RU should have been formed already)
    Additionally i’ve offered hotpaganini to take #ru_RU PTE for your plugin

    Shouldn’t Russian appear in Development section at plugin page https://wordpress.org/plugins/sassy-social-share/#developers ?
    Is there anything we can do to approve the translations?

    It appears after langpack has been formed, i think its a caching issue, Russian will appear later, just wait.

    Is there anything we can do to approve the translations?

    You can notify Polyglots board – https://make.wordpress.org/polyglots/
    Either, with request to approve strings for specific locale ( I recommend 95-100% strings translated, so language pack can be created ), or with request to appoint someone as PTE.
    You can ask to be PTE yourself, for languages other than english you speak fluently, for other languages its better to find someone who is native speaker.
    Some locales may have stricter rules (German, Italian, French…)
    https://make.wordpress.org/polyglots/handbook/
    more info can be found in the handbook

    PS: “other than english” is meant to be other than en_US
    there are other english locales – en_CA and en_AU for example, you can request PTE
