    No, there is no need to have a japanese version of WordPress. You can translate into any language even if you have installed the english one.
    But do not expect japanese translations been shown, if you don’t set the blogs lang to to japanese.

    This depends on what type of installation you are using: normal WordPress single install or multisite install.
    At single site install the language can be set within the wp-config.php file as WPLANG constant.
    At multisite install you can define it per site with the site admin interface.

    Every (English language) page of the site will need to have a mirroring page in Japanese as well as some specific Japanese copy.
