The right place to translate this plugin to Swedish would be https://translate.wordpress.org/projects/wp-plugins/sensei-lms/stable/sv/default/
Unfortunately, we need to reach at least 90% of the plugin strings translated (and approved) in order for the initial language pack to get generated. So it’s still a bit to go.
In https://wpsv.se/engagera-dig/stilguide-for-oversattningar/ you can find a lot of useful information about how the Swedish team works and communicates, and also linguistic things to keep in mind for a smooth process.
Also: It’s quite possible that “force translations” only works for PHP strings. Strings that are used in Javascript are distributed as json, and the force translations plugin probably doesn’t handle that.

You can update one piece of information in the page you linked to:
It’s important to note that translation files will not be built and served from WordPress.org (for Sensei LMS) unless the translation file is at least 95% complete.
Since some time, the threshold value for creation of an initial language pack for a plugin (or theme) was lowered to 90%. Also: There’s no threshold if there already is a language pack since before. I.e. if a translation was packaged before, but now (due to new and changed strings) the number of translated (and approved) strings has fallen below 90%, new language packs will still be generated when there are changes.
