The translation of the save & accept button is loaded directly from the translation files in wordpress.org.
You can view the available translation and add missing ones from here. https://translate.wordpress.org/projects/wp-plugins/cookie-law-info/.
Click on your language to view the strings. Once you add a new translation, a moderator should approve it.

Sorry to say that we cannot share the moderator rights since WordPress is handling the translations. So a WordPress moderator should moderate your edit.

PTE rights are assigned by the respective locale team.
You can request them on make.wordpress.org/polyglots
@webtoffee, moderators have nothing to do with translation.
The roles are
GTE – global translation editor, for the locale
PTE – project translation editor of one or more projects, for the locale
