Transferring wp.com to wp.org with redesign question…

This is just a very simple question. I currently have a wordpress.com blog. I have a designer working on my wp.org design right now and i’m not sure if it’s better to transfer my blog to the new site before or after the design in finished.

Or does it not matter?

Any help would be appreciated!
