1. If the version that the new host offers is older than 1.2.1; then you’d be better off doing a manual install.
2. Just copying the files from one host to another will not copy the posts/settings/whatnot. WP stores all that in a MySQL database. To copy that information from one host to another; you’ll want to do a mysqldump and then import the resulting file at your host. NOTE: If your client is using a new domain name at the new host; you should take a look at Podz’s tutorial.

I’ve got the same problem but I have no idea how to do a mysqldump. I’ve got a program called phpAdmin that lets me go in and manage mySQL databases but it’s confusing so I have no idea what I’m doing. I tried to Export on it but after I hit the button it just gave me a frame with some text. I saved the text but I have no idea where to put the information. I tried importing it as an RSS file, not sure what kind of file it should be. Don’t really know what I’m doing, any help?

I’ve gotten up till this step:
