Yes, you can do it with the Premium version.

I have the premium version and am attempting to import only the users from an older site. I don’t see any setting where I can elect to only pull users (without also pulling posts/pages/etc.). Could you provide additional instructions on how to do this?

It is in the partial import section. You check the items you don’t want to import.
