TOTP not activating on different user types

    I am the admin user and have sucessfully installed and activated the TOTP option. Great!
    However, my other user types activate the TOTP in thier own accounts and submit the code and logout. When they log back in, they go straight into their account and no 2F window asking for the authentication code is seen. Why?
