It appears ezTOC is no longer in use so I’m going to mark this resolved.
Apologies! I did not scroll down far enough and assumed the widget in the sidebar was being used instead of ezTOC.
One difference I see between the two pages. The non-working one have most headings like this:
<h2 id="5-the-droll-yankees-new-generation-peanut-birdfeeder">5) <strong>The Droll Yankees New Generation Peanut Birdfeeder</strong></h2>
The working page does not have the <strong></strong> tag in the heading.
Try removing the <strong></strong>tags in the headings of the non-working page.

Hello again, I tired removing strong tag but no luck.
When i check insert TOC option and update the post it still remains unchecked. I dont know why its not being saved. Its working on other posts though.

Are you using the Amazon Associates Link Builder plugin? That plugin caused the settings not to save. It has also been abandoned by the developer.
I am using amazon affiliate plugin. TOC is working fine on other posts so i believe it should work on this post too.
