TML styling? Not sure what you mean…
When Jetpack sends email notices, they aren’t styled by TML emails.
TML doesn’t change the styling of any email, unless you are using our Notifications extension (Custom E-mails module with 6.4.x). Even so, it only modifies core emails, so Jetpack notifications would not be touched.

When you say CORE EMAILS, you referring to NEW USER emails, and the pass change EMAILS, and the NEW POST emails?
And your saying that if one buys the /extensions/notifications/, it still wont style these “core” emails?

Correct. Those are not WP core emails, they’re added by Jetpack.
I must not know what CORE emails are? What are they if you please?
So if Jetpack plugin not installed, what happens when one signs up as a NEW USER? They must get a an email no?
Core emails are new user notification, lost password, password reset, data request, etc. There are no new post notifications in WP core.
