The blog page title and subtitle text can be changed in the customizer at:
Appearance > Customize > Theme Options > Blog

That screenshot is to your home page. Do you mean you want to edit the content in the top area of the home page? If so, that’s a widgetized area called “Home Hero”. You can edit the content there.
I’ve got the same issue – I have no option to amend the blog on theme options – it only offers home page as an option.
Can anyone tell me how to remove the sentence that says ‘Change these titles to anything in the customizer.’ Because I would if there was an option to do so!

on Customize I have

then on Theme Options I have
Header
Home
Footer
Style
Layout
Typography
Colors
HomeSlider
Ecommerce
BLOG is not mentioned on any of these menu options.
