Looks like there are some JavaScript errors in the admin panel that my block the close function of the banner.
Could please look at the browser console? For Google Chrome,
More tools -> Developer tools -> Console.
Are there any red warnings? Please copy/paste it here if you have. If you use another browser let me know it, I will find right way for you to debug this issue.
Also, I’m sorry that our support team didn’t resolve this issue. If you let me know the ticket id or date when you contacted us, I will do my best to figure it out.

No, it closes just fine. It simply keeps reappearing over and over again. This is across multiple sites, btw.
I’got it. Do you see any errors in the console right after the banner is closed?

Thank you for the feedback and I’m really sorry for this issue.
We’ve just released an update for the plugin that doesn’t allow showing the banner if the user dismissed it in the plugin or in the Dashboard.
