Time Picker Stopped Working

I used to have this working perfectly, not sure what changed or when… I have a Date-time picker field in a CF7 form (see under “Appointment”), but it only allows users to select the date. No time options are shown, even though I have filled out all the settings.

Also, the “Save” button no longer appears on my Settings page, so I can’t change my options. Currently, it is set to use the Default Date and Time Picker type and to load across the full site.

I have tried deactivating all plugins and switching to a default theme, but neither of those worked. There is also nothing showing up in the PHP error log, so I am really not sure what could be the problem…
