EM does not play very nice (yet) with PHP 7.2.
For example: the cart and checkout do not work in Multiple Bookings Mode. Please make a downgrade to PHP 7.1 That might also solve your issue.

There is no limit on creating the ticket types on Free Version. Can you try and change you PHP version to PHP 7.1 and check? Do you perhaps use WPML with Recurring Events?

I have tried again it is due to the recurring events. there is no restriction with a single event set up as a test. the limitation to 5 ticket types only occurs when I use repetitive events. I had previously switched to PHP7.1. I do not use the WPML plugin.
