This wordpress forum page titles and addresses lacks plugin name

When you bookmark some topic like https://wordpress.org/support/topic/robots-txt-not-modified-by-the-plugin/#post-18940514 while you have scrolled down the page, at some point you may not see anywhere about which plugin the threat is. The plugin name should be in the page title, possibly before “| WordPress.org” and ideally also in the URL.

Is this correct place to approach developers regarding this?
