    This is just my opinion of course, but this doesn’t strike me as needing a top-level menu item. Too many top-level menu items makes the admin harder to navigate and it seems to already exist in the right place (again just imo) as a sub menu for WooCommerce.

    When every plugin that doesn’t need top-level uses top-level, it adds so much visual clutter to the admin. It should be in the Woo submenu or under the settings submenu. Well apparently it IS under Woo as well.

    I would go so far as to suggest it should be actually built in the woo settings:
