You can create a wp-config.php file through a web interface, but this doesn't work for all server setups. The safest way is to manually create the file.

The config file is ok, the database, password, everything.

http://www.desene.biz - on Chrome the site works, is online, but if try to access wp-admin you get the error posted above.

I just ried on chrome and I am getting same error

check in your root if there is wp-config.php as this needs to have your database connection info.

This is a critical error, and probably not something within your control:

Warning: file_exists(): open_basedir restriction in effect. File(/home/www/static/desene.biz/www.desene.biz/wp-config.php) is not within the allowed path(s):

You will need to contact your host to get it resolved.
