Interestingly the ‘Express checkout’ appears on top.
The cart page also has a Paypal button.
Note if that somehow helps, but the product is a subscription (woocommerce subscriptions pluggin)

This error normally shouldn’t occur, especially when the Express Button is available. That said, I’d like to take a closer look. Please share the system report or a link to the subscription product so I can investigate further. Please follow these steps to share your system status report with us:
- Navigate to the
WooCommerce / Status section in your site’s admin panel.
- Click on the
Get system report button and then click Copy for support.
- Paste the report into our PrivateBin.
- After uploading, please share the link here so we can review the details thoroughly.

I have tested this on my end, and I am unable to reproduce this on your site. The checkout behaves correctly, and the Smart Button appears as expected on the classic checkout page.
It is possible that your order is stuck in a continuation state. Please try removing the product from the cart, adding it again, and checking whether the issue persists. Additionally, test the checkout process as an unlogged user—this should not be reproducible, as I was unable to encounter the problem.

Ah yes that’s because I am now using the classic checkout page (the one with [woocommerce_checkout] as you advised in the other post).
It’s the new ‘block’ checkout page that is not working.
I have created another page with the new woocommerce default page content :

I see the issue now. This is the expected behavior, but I understand how it might be confusing for customers. Currently, the PayPal Payments plugin does not provide a direct replacement for the “Place Order” button in the WooCommerce block checkout. This means that area is not yet supported.
At the moment, only the Express Checkout button at the top works. We are working on an update that will improve compatibility with the full-block checkout, but for now, you will need to either rely on the Express Checkout button or continue using the classic (legacy) checkout.
