There’s not a lot we can do to help. If you have a specific question about a theme downloaded from http://wordpress.org/extend/themes/ there may be something we can do but we cannot provide you with an answer that encompasses many themes downloaded from who knows where.
I just give you an example. I download the Local Business theme by InkThemes.com.
when i activate it, it does not show me the photo and heading parts and a button in the home page.
I upload the theme in this folder “xampp\htdocs\wordpress\wp-content\themes\local-business”.

I’m sorry but as that is a non-WPORG theme, you need to seek support from the theme’s developers – paid or otherwise. We only support themes downloaded from wordpress.org here.
I just downloaded “pinboard” theme from wordpress.org and i have the same problem.
I wish, i could show u , how it looks like. it just shows the framework of the theme and nothing more .
It does not show header photo and 3 smaller photos and heading under each photo.
You have to add the images yourself. The ones shown in the demo are just samples and are shown on all 1,700 themes in the Repository.
i saw many tutorials. when they activate the themes, they will see the exact similar theme.
my problem is not just about Photos , also the structure of theme mess up.

That very rarely happens. Perhaps you need to review Using_Themes.
