If your theme does not support the customizer WP is not able to change that.
Which theme are you using?
Switch to the default theme and see if that works on it.

I had also switched on different-different default theme but there is no any Theme Options Appear.
Try to reinstall the WordPress on your Local host.
“Hello Sir i want you tell you that i’m searching the solution of my this problem on GOOGLE i’ve found that Most of the theme does not allow to change in their admin and when i’ve download another theme the Theme Options will appeared. One thing i also want you told you that inTraffica theme when i go to Appearance then Customize Option then there is a procedure available to change the LOGO,Slider etc..

About Template in Page Attributes
When i’m going to create a blog and wants to select blog option from Template in Page Attributes then there is no any Template option is available. Will anybody help me?
