  • It’s easy to make the footer for any theme fixed with just some simple CSS, so what I would do is look for a responsive theme in the WordPress theme repository that is close to the look that you want, then add the CSS for fixing the footer either through the theme’s Custom CSS option (if it has one) or through a CSS plugin like Custom CSS Manager.

    In about 95% of the theme’s out there, this CSS will give you a fixed footer:

    footer,
    #footer {
       position: fixed;
       bottom: 0;
    }

    The first selector are for those themes which use an actual footer element, the second selector are for those themes which assign an ID of footer to the footer DIV. There are some themes that use a somewhat non-standard ID or class for their footer, so you just have to see if that’s the case with the theme you pick and adjust the selector accordingly.
