Theme for image gallery upload vote option

Hi all,

Im looking for a wordpress theme, where it will show an image gallery.

Users have the ability to upload their own images, where I will have to approve them for it to be posted in the gallery.
Users can also vote for the images.

Does anyone know a free theme like this, or know where I can get one?
